- AbstractWithin the project Germany was represented by Lower Saxony, one of the 16 states in the Federal Republic of Germany. Therefore a periodical dialogue about the project activities with the forest administrations of the other states was necessar. The German sub-project was coordinated and managed by the Forest Research Station and by the Forest Management and Planning Department of Lower Saxony. It has been carried out by representatives of private forests, monastic forests, state forests, state institute of ecology, a NGO and a consulting agency. Beside the common goals of the project, the German subproject has three specific goals: 1. Sufficient consideration of Central European aspects in the EU-LIFE-project, These aspects are based on a multifunctional forestry, which generally pursues production, protection and recreation function of forests simultaneously on the same area and considers the owners interests. 2. Collection of information on a regional level to document the advantages of sustainable, multifunctional forestry. This is a basis for supporting regional planning, to improve the acceptance and understanding of forest management and to enable a regional certification. 3. Integration of the forest enterprise level into the monitoring of sustainability. The maintenance or enhancement of conditions is mostly influenced by the operating level of the forest enterprises. The comparison of conditions and targets shows achievements and deficits and forms the basis for goal-oriented planning. The two demonstration areas Solling and Lüneburger Heide selected for the German project are located in the mountains of southern Lower Saxony and in the lowlands of easter Lower Saxony. These two areas represent the Germany lowland and hill country, but differ extremely in their site characteristics, forest developments, productivity, structure of ownership as well as conservation and recreational values. However, they well represent German hill country and lowland forests. The project was divided into four tasks: 1. selection of appropriate criteria and indicators, 2. examination, adaptation and completion of the common monitoring methods, 3. compilation, adaption and evaluation of data in an information system, 4. development of a target system to assess conditions and developments.
