- AbstractAdministrative policy-making in environmental problems in forestry is a growing issue in Western European countries as well as in the countries in transition. Improved strategies will support the forst authoity in solving the problems and in keeping up the major position in the competition with the environmental authority in the field. The following results are based on the discussion of practical foresters and scientists from different European countries at the Europaforum Forstverwaltung 1993 in Warsaw: 1. The forset authority follows the goal of multiple use including the enviromental values and use of the forest. This concept fits very well in with the most recent principle of environmentalism as an integrative policy ("Querschnittsmaterie") to be integrated in all sectors. Nevertheless the competition between the forset authoity and the enviromental authoity is growing, both trying to be the major integrating authority in the forest. 2. The current enlargement of the enviromenttal authotiy results in a buildup of two parallel institutions responsible for different tasks in one and the same forest territory. The parallel structure is very expensive and ineffective because of conflicts in the coordination. The "environmental satellite" is a more effective organization. The encironmental satellite is a central environmental authority formulating programs, creating s aystem of subsidies for environmental benefits if the forest and evaluating the results. The implementation is completely delegated to the forest authority in the field. By the model if the enviromental satellite the coordination between the two authorities can be improved. 3. The contribution of forestry to the ecological infrastructure especially regarding houses, traffic lines and the prodection of agricultural soil against wind erosion and avalanches is a specific environmental task. Afforestation in the lowlands or forestry measures in the protection forests oriented towards these goals nevertheless can lead to conflicts with environmentalists who want to protect the biotopes of untouched forests or free landscape. By specifying the forestry goals for ecologixal infastructure and aiming the forestry projects strictly at these goals, forestry can get political support eben against environmental resistance. Unlike these specific forestry projects for infrastructure, the general argument of the infastructural benefits of the forestry projects for infrastructure, the general argument of the infrastructural benefits of the forests will not be strong enough in the competition with the enviromentalists in the future. 4. The forest athority, which in many countries simultaneously manages the state-owned forests, is highly competent to develop the economics of environmental values in the forest, but adequate cost calculation is still missing.
