- AbstractAustria's forests are 69% privately owned. The free disposition of forest property is not guaranteed by constitutional law in substance; it can be restricted by legal regulation in the public interest. Competing private and public interests in the forest cause latent problem areas which must be continually regulated. Balance is achieved through a symbiotic relationship between the private forest owners associations and the forest authority which is in effect throughout the policy cycle. Corporate behaviour can extend to the point that the bureaucracy and certain obligatory interest groups may change their roles at times. It is based on a common value system with certain attributes of group think.
