Ausgestaltung und Wirkung der forstlichen Förderung nach NFA im Kanton Bern

Die forstliche Förderung in der Schweiz nach NFA (Neugestaltung des Finanzausgleichs und der Aufgabenteilung zwischen Bund und Kantonen) ist in der dritten Programmperiode angekommen. Mit den Programmvereinbarungen wurde der Vollzug zwischen Bund und Kantonen verbessert. Der operative Spielraum der Kantone soll so genutzt werden, dass eine nachhaltig optimale Wirkung erzielt werden kann. Im Kanton Bern besteht diesbezüglich Handlungsbedarf: Die drei Programme im Waldbereich – Schutzwald, Waldbiodiversität und Waldbewirtschaftung – sind aufgrund der vielfältigen Eigentums- und Standortverhältnisse komplex ausgestaltet. Der Beratungs- und Vollzugsaufwand ist gross. Mit Blick auf die nächste Programmperiode sollen deshalb Effektivität und Effizienz der Förderung erhöht werden. Generell sind die Förderprogramme so auszugestalten, dass sie vermehrt Anreize zu Kooperation, Innovation und Professionalität in der Waldwirtschaft schaffen. Kernpunkt ist der gesetzlich festgelegte Grundsatz der bernischen Waldpolitik, welcher auf eine innovative Waldwirtschaft zielt, die das Ökosystem Wald nachhaltig sichern und die gesellschaftlichen Bedürfnisse nach Waldleistungen nachfragegerecht und wirtschaftlich erfolgreich erfüllen kann.
Support for forestry in Switzerland under the new system of fiscal equalization and division of tasks between the Confederation and the cantons (NFE) has now entered its third phase. Program agreements between Confederation and cantons have improved implementation. The operational scope of action of the cantons should be used in such a way as to achieve an optimal and sustainable impact. Regarding this, improvements are necessary in the canton of Bern: the three programs on forestry – protection forests, biodiversity and forest economy – have a complex structure because of the great diversity of ownership and site conditions. The effort needed to provide advice and implement measures is great. For the next phase of the program, the effectiveness and efficiency of support should be improved. In general, support programs should be designed in such a way as to encourage cooperation, innovation and professionalism in the forest economy. At the centre of the program should be an innovative forest economy, as laid down in forest legislation as the basic principle of forest policy in the canton of Bern. It aims at ensuring both the sustainability of the forest ecosystem and the satisfaction of the needs of society for forest services according to demand and in an economically viable way.
En Suisse, le soutien à la gestion forestière selon la Réforme de la péréquation et de la répartition des tâches (RPT) en est arrivé à sa troisième période. La mise en oeuvre entre Confédération et cantons a été améliorée avec les conventions-programmes. La marge de manoeuvre opérationnelle des cantons doit être utilisée de manière à obtenir un effet optimal durable. Dans le canton de Berne, ce dernier peut être optimisé: les trois programmes forestiers – forêt protectrice, biodiversité forestière et gestion forestière – sont articulés de manière très complexe en raison de la diversité des conditions de propriété et de station. La charge de conseil et d'application est importante. En vue de la prochaine période RPT, l'efficacité et l'efficience des aides doivent être améliorées. De manière générale, les programmes de soutien doivent être conçus de manière à inciter la coopération, l'innovation et le professionnalisme dans le secteur forestier. Au centre se trouve le principe de base, ancré juridiquement dans la politique forestière bernoise, qui cible une économie forestière innovante afin d'assurer la durabilité de l'écosystème forestier et de satisfaire pleinement les besoins de la société en termes de prestations forestières selon la demande et de manière économique.
