In Switzerland the control idea has developed as the fundamental thought in forest management and in the entire forestry practice. The essential character of the control idea is only understandable under the conception that mankind cannot, influence of foresee the dynamic of events during long periods of time, neither sentatives of the control idea therefore want to proceed step by step in the management of forests. They realize that all scientific knowledge regarding the forest biocene, as also the economic requirements to be met by the forest, undergo certain changes in the cource of time. The controller therefore tries, slowly but continuously, to arrive at hte fluctuating perfection by constantly checking the past, by examing, observing and supervising, and by a progressive fixing of the aim, by planning and acting. Subject to supervision may be everything being essential for the judgement of the degree of utility of measures in the forest.
