Forest and range land inventories must provide capability to monitor and explain changes in use, supply, and condition of forest and range land and associated renewable resources. Providing this capability ist difficult because so many factors, many of which are unpredictable, subtle in nature, or not well unterstood, are operating to change the forest and range land environment. United States experience is greatest in the area of forest inventory and significant program modifications habe been made to enhance capacity to monitor change. The test of a good inventory design is how well it anticipates the future while enabling us to maintain continuity with the past.
