Abstract
In 2005 the European Commission launched an action plan for biomass. Its aim was to intensify the recovery of agricultural and forestry products for power generation. The Kyoto protocol defines the incineration of biomass as CO2 neutral, and its use for power generation is to be stepped out. At present, approximately four percent of European energy is generated from biomass products. The Commission assumes that over the next four years that percentage can be doubled. Promoting the use of CHP is one of the strategies the EU recommends. The member states are to implement policies to meet the Kyoto targets. In Austria the targets are regulated by the "eco-electricity law" (Ökostromgesetz), which tends to promote thermal rather than material use of wood. In fact, thermal use has increased to the point that the paper industry is experiencing first shortages in this wood supply, not to mention the unacceptably higher prices that comes as a result. The new FHP co-operation is seeking to increase that volume of the wood harvest, especially in smaller forests.
