Abstract
The long serving cost-benefit analysis tool still enjoys especial popularity in the evaluation of funding for forestry today, even though the literature repeatedly reveals that the application of this instrument fails to attain the intended objective. This report is based on the impression of the authors that the low success rate of the application of the cost-benefit analysis has not been sufficienty explained by the scientific community. The attempt to quantify the coast and the benefit data absolutely necessary for an analytical approach exposes serious flaws and shortcomings. It is evident that on the basis of the available statistics and the consideration of alternative sources of data (BFH evaluation report, national forest inventory data) a purposeful cost-benefit analysis heedful of the peculiarities of German afforestation grant schemes is not possible. The efficiency and efficacy of afforestation grants cannot be assessed conclusively given the current status quo. Against the backdrop of growing demands for evaluation, evaluation research may not be limited simply to criticising the existing data foundation, nor may it continue with very limited success to arrive at conclusions about the effiency of funding through the application of conventional but flawed methods. Insted, it is both reasonable and necessary first and foremost to engage in a comprehensive discussion of the methods employed in evaluation research.
