- AbstractThere has been no forest-sovereign authority until 1918 in Iran. Since this year state-owned forests are distinguished from private forests. In 1920 a little forest organisation has been instituted in the former ministry of agriculture. It restricted itseld in its main task to the survey and qualifiying of the royal forests. The founding of a forest organisation on the Caspian Sea goes back to the year 1924, when the German forest warden Von dem Hagen proposed the new structure of the Iranian forest administration. In the same year a draft bill passed, which allocated the ownership of all forests to the state, so far the private right of ownership is not documented in writing. Already in this bill there is pointed out the protection of rare tree-species. In 1932 follows another bill with seven articles, proposed by the French expert Louicke. This bill restricted the felling in the economic forest on the 40th part of the stock. Forbidden was, too, the conversion of economic forests to areas of arable land. Only in 1948 an extensive forest organisation has been founded in Caspian forest consisting of four forest-administrations with each three to four forest offices and each with two six head forest wardens. Since the year 1959 exists an Iranian forest law with 28 articles and 22 paragraphs. At the same time a forest instruction system was introduced, that scheduled especially the umbrella felling method. According to this radical forestry method the aim was the equal-aged deciduous timber forest. In the meantime these methods are recognized as wrong and the aim changed to develop a different aged mixed deciduous and coniferous woodland by forestry plenter-use.
