Since April 1998 the Natura 2000 system, consisting in Special Areas of Conservation (SAC) and Special Protected Areas (SPA) has to be realized in Germany. For the forest practice especially the consequences for the forest management in SAC (Council Directive 92/43/EEC) are interesting. Until now, Natura 2000 is likely to lead to further restrictions for the economic flexibility of forest enterprises in favour of community interest. The difficulties in the identification and proposition of a sufficient amount of Natura 2000 aras in Germany, which lead also to legal consequences on the level of the European court, may serve as an indicator for an existing lack of acceptance for the Natura 2000 process. The realization of Natura 2000 demands not necessarily the declaration of protected areas, but supports also a regulation by contract. This way can support the willingness to sustain in Natura 2000 aims in the forest practice, if representing an attractive alternative to handle forest management.
