Although it has not yet been elaborated in the form of a consistent scientific theory, the concept of Global Governance is used by scholars of political science to explain ongoing developments in many political sectors. The concept is characterized by some main constituents: nation states, international regimes, global policy making. Up to now, it is not possible to assess the consequences of global governance on national forest policy comprehensively. However, there are some indications that global governance induces a shift of power and responsibilities between the actors of forest policy, changes their roles, results in a new definition of national souvereignty and encourages new forms of interaction.
