Abstract
The protection policy of nature and environment lacks a consistent system that combines different goals: sustainable timber production as a renewable resource, biodiversity, protection of endangered species, hemerobia, protection of biotopes and habitats. Since these different goals are not necessarily compatible, they have to be valued according their ecological relevance on a local basis. This evaluation leads to an ecological ranking system of targets, similar to economic systems of targets. An economic view of ecology should be developed in order to optimise the ecological benefit with the classic instruments of economy, and at the same time should minimize the opportunity costs of restrictions that affect money-making forestry. The majority of private forestry business in Germany is open and cooperative towards ecological oriented forestry, but is inclined to fend off normal prescriptions and restrictions imposed by a growing environmental bureaucracy. This environmental bureaucracy unnecessarily limits a creative and innovative management of forests and the necessary evolution of environmental economics. Many ecological requirements derived from social responsibility of timberland ownership can be implemented by proper multiple use forestry. When severe restrictions of forestry management are required to benefit biotope protection, preservation on a contract basis with adequate remuneration to the timberland owner turns out to be the most effective an least expensive instrument.
