Following the intentio to introduce and/or secure sustainable forest management, National Forest Programmes (NFP) have been initialized in many countries since the UNCED in Rio 1992. The emergence of this concept can be explained by a scientific approach that is known as diffusion of policy innovations in multi-level systems. In this article the mechanisms of vertical and horizontal diffusion are explained. Using Germany as an example, it is shown how the NFP concept was implemented on national level and how it spreads continuously between the "Länder". Meanwhile eight German "Länder" decided to launch the process of a regional forest programme. An analysis of the previous processes shows that expertise of neighbouring states, both in questions of contents and in procedural questions, has not always been used adequately.
