- AbstractForestry has been influenced by state regulations for many hundred of years. This is chiefly due to the extended time lapse between germination and harvest maturity, which lead to the two founding principles of forestry: "Principle of Sustainability" and "Concept of Reforestation." In centuries past, these principles were strictly enforced by the "Forest Police", who have since been replaced. Modern forest administration entails loose supervision and its main purpose is to provide the necessary advice. The sate does not exert its influence on nonfederal forests to the fullest possible extent, but rather focuses on regionally providing personnel, funds and in enacting the currently valid laws. In the final run, however, the extent of control taken depends on the individual advising official. Moreover, it is extremely important that the government provides only the legal framework and trusts the individual to put responsibility before personal rights. A further essential aspect that must be taken into consideration is that the needs of the forest in question must be met before considering the particular aims of the actual forest property owner.
