The environmental monitoring of forests in Lower Saxony is structured into three different levels of intensity. Assessments of crown condition and soil condition are performed at Level I. Permanent observation plots for intensive forest monitoring and long-term soil monitoring plots are central parts of Level II. Intensive case studies and manipulation studies such as liming experiments are performed at Level III. Together with other monitoring systems the environmental monitoring of forests from an integrative system for precautionary environmental protection. It has been proved as an early warning system, a control instrument for clean air measures, and a data source for testing scientific hypothese. For forest management and environmental policy it can be used as a decision support system. The benefits of the environmental monitoring are strongly related to ongoing efforts concerning sustainable data management and -quality. The maintenance of long-term monitoring inside the environmental monitoring system in the Lower Saxonian forests should be preserved and developed.
