- AbstractThe promotion of sustainable forest management is the main objective of the Pan-European Forest Certification (PEFC). By the commitment to the Helsinki criteria and indicators as common framework and minimum requirement PEFC is directly related to the follow-up process of the UNCED conference in Rio. The German PEFC scheme uses the Pan European Operational Level Guidelines as reference basis. Both the list of indicators, determining the structure of the regional forest reports, and the performance standards on management unit level derive from these European documents. PEFC is based on the forest reports to monitor sustainable forestry on regional level and voluntary self commitments of the individual forest owners. The procedures for system stability regulate an internal audit and the implementation of the objectives in the regions. The compliance with the standards is controlled yearly by independent certification bodies on 10 % of the certified area. PEFC has committed itself to the principle of continuous improvement. A permanent feed-back from the basis as well as the evaluation of the control sampling each year and the review of the forest reports every five years contribute to the improvement process. In the scope of this process PEFC strives to an improvement of the data quality, an adjustment of the list of indicators and a specification of its performance standards.
