In taking the opportunities provided by the EU Regulations governing subsidies for "rural regions", both the private and communal woodland owners are to receive support in sustaining and increasing forest stands and in ensuring its utilization, protection and recreation functions. The objective of these subsidies are to increase the proportion of woodlands in regions poor in forested land, sustain the generation of valuable timber, minimize production risks, improve timber utilization by energetic use, optimize the protective and recreational forest functions, contribute to landscpae architecture, ensure biodiversity, sustain jobs in forest labor and to improve conditions in wood processing and marketability of forest products. It is absolutely imperative that market conditions be distinctly improved for the owners of small woodland plots. To this purpose, in 1998, the state government of NRW issued subsidy guidelines, which were especially oriented towards improving timber markets in regions poor in forested lands.
