Developing countries pose special problems for forest policy design and analysis. Master plans are being made in order to rehabilitate forests in tropical regions. Drawing up these plans is hampered by inadequate data on resources. The implementation of these plans requires consistent forest policies. The design and analysis of such policies is handicapped by uncertainty due to a lack of reliable data on most of relevant economic and social variables. This uncertainty in decision making should be reduced by increasing research into forest and other resources.
