Abstract
The need to inplement an integrated policy to preserve natural resources, especially forest resources is increasingly urgent in the State of Sao Paulo. The deforestation rate of 200.000 ha/year in the last 5 decades caused seriousdesertification problems in 3 to 4 million hectares and a reduced capacity to supply drinking water to cities, among other imbalances. This paper shows the interaction between government, private enterprise and social entities seems to be the only alternative to reverse this scenario within the proposal of an all-encompassing forestry policy and how to suit the administrative structure to such proposal. The internal experience by the state organisms can today be disseminated throughout society as a whole and basically relies on the fact that it is possible to produce while preserving the environment.
