- AbstractSaarland is once again attempting to reduce the deficits within the forestry budget, by establishing State Forest Enterprise. The implemented measures within the sectors accountancy, data processing and bookkeeping, cost/performance calculating and controlling, do indeed offer improved opportunities of modeling their forest enterprise on economic principals. In the short-term, there will be little change in the extent and composition fellings, the most important source of income, as this is defined by silvicultural structures. To ensure the existing jobs, while simultaneously reducing the deficit, Saar-Forst will be forced to consistently utilize all sources of income. This also holds true for the "especial obligation of social welfare." All services that the State Forest Enterprise performs on behalf of all forest owners thus obligated, must be paid for. The development of the service sector, which is moving into fields never yet accessed, is necessary to ensuring existing jobs. The initial difficulties and the restrictive freedom of action, as well as the currently unfavorable conditions of the timber market, cannot disguise the fact that the State Forest Enterprise has future prospects. They can however, only be attained by realistically assessing existing conditions, and taking the necessary step towards terminating the bureaucracy surrounding the decision-making processes, dispensing with monitoring operations and improving staff motivation.
