Forest Enterprise "Hessen-Forst" (FE) has to work in accordance to the Hesse Forest Law and its own statutes. Its total performance has to be adjusted to commercial principles. By establishing FE at the beginning of this year 85 state forest offices, 5 forest machine stations, forest seed center, forest training center, 3 training centers for forest workers and development of forest technology and last not least the bureau for forest management, research and ecology were released from Hesse State Forest Service and integrated into the newly established "Hessen-Forst". At the same moment 3400 employees of Hesse States Forest Service were delegated to FE under totally corresponding working conditions and previous terms and tariffs. Cancellations due to structural changes refering to the reorganisation are no question. Operational center of FE is Kassel, not only by reason of regional policy. In view of the New Public Management FE persecutes its aim by means of two essential facts: high standard of information to customers as well as a high standard of efficiency. Steps to proceed in this way: introduction and intensifying the Quality Management and conversion from cameralistic to commercial booking system. Two-third of income of the FE results from managing the State Forest. Losses as a result of unchargeable activities i.e. administrational tasks are settled by State Budget.
