- AbstractAn economic externality may be defined as a case in which an action by one economic agent affects the utility or production possibilities of another agent in a way which is not reflected in the market place. The notion of economic externalities was first presented in 1920 by economist A.C.PIGOU, and by the 1960's it hat become the cornerstone of the theory of environmental economics. However, despite the importance of externalities in the study of environmental economics, the concept has rarely been applied in forestry. Its use would be advantageous because it defines an efficient role for government in order to maximize society's economic welfare. This paper suggests a framework for the study of economic externalities related to forestry. Four areas of study are recommended: 1) nonforestry sector externalities imposed on the forestry sector, 2) forestry sector externalities imposed on the forestry sector, 3) forestry sector externalities imposed on the nonforestry sector, and 4) public policy instruments for managing externalities.
