The papers in this volume on the evaluation of policy means for ensuring sustainable forests in mountainous rural areas in Austria, France, Germany (Bavaria), Greece, Italy, Norway, Slovenia, Switzerland, and United Kingdom (Scotland) are put into a theoretical framework which allows the main findings to be presented in a coherent manner. Most countries share the problem that protection of mountain forests is severely affected by hunting and grazing. The beneficiaries of security of protection forests are rarely the owners. Existing regulatory instruments suffer from program and implementation deficits. Financial incentives are widely used as are planning tools. However, thorough evaluation studies on the effects, efficiency, and distribution of policy means are lacking in almost all countries.
