- AbstractForest policy has had a major impact on land use in the hill and mountain areas of the UK, but there has never been policy which was specife to these areas. Since the formation of the Forestry Commission in 1919, policy has greatly influenced the pattern of reforestation in the UK and the quantity and type of afforestation in hill and mountain areas. In the last two decades, the reduction of the emphasis on production in forestry, the weakening of the stranglehold of the farm sector on lowground areas, and the development of environmentally oriented forestry has led to greater diversity in the styles of forestry supported and in the locations where forest development is taking place. Further, there has been a growth of interest in rural development forestry in remote rural areas which is putting pressure on policy makers to inject ideas from contemporary rural development thinging into forestry policy and practice.
