- AbstractSubject to exhaustive discussions with all interest groups, the Bavarian state government passed the "Resolution on the Reform of Bavarian State Forest Administration" on 11th July 1995. Prior to passing this resolution, a change in the legal form of state forest administration was intensively considered and discussed. However, in view of the extensive tasks and social objectives, which go far beyond monetary aspects, the Bavarian state government decided in favour of the option "administrative reform instead of privatization". Based on the realization that the wide range of forestry and sociopolitical tasks can be performed purposefully and efficiently by a uniform administrative body, particularly as a result of the synergic effects, the basic structures of the organizational system have been preserved but are now subject to an extensive reform mandate. This mandate entails an economic reform concept according to which state forestry activities are to be run more like an enterprise and managed in view of making profit according to the principals of the private sector. Second, internal structures are to undergo organizational streamlining, which shall, for example, involve the reorganization of forestry offices and their reduction in number by 150 to 200 over a period of 10 to 15 years. Furthermore, the number of regional forestry head offices has to be reduced to an operational optimum and the performance of tasks all in all distributed according to the subsidiary principle. Third, with regard to private and corporate forests, efficient consultation and support must be ensured for private forests. Measures aiming at restructuring and increasing the efficiency of forest associations must also be adopted and state services for corporately owned forests reduced. Fourth, training in the professions of the higher technical and senior forestry service has to be reduced to training in accordance with requirements. The implementation of the reform resolution is well under way and already at an advanced stage.
