In its social, economical, and ecological thinking and acting mankind faces the next millennium. In 1992 the United Nation Conference on the Environment and Development in Rio de Janeiro formulated the worldwide problems, and more than 170 countries bound themselves to co-operate in the fields of development and ecology. The "Forest Declaration" mentions particularly the importance of the forests for mankind as a whole. Lower Saxony's forests - and especially the state forests with the program of forestal development "LOEWE" (Langfristige oekologische Waldentwicklung) play an important role in a highly industrialized country. Foresters - "a cog in the machine" - are called upon to turn the wheel forward into the right direction.
