The introductory remarks deal with public demands on forestry reflected in the relevant legislation which, however, imposes certain restrictions on forestry's capacity to act. State, community and private forests are characterized by widely differing interests and commitments with regard to the realization of these public demands. State forests receive the necessary financial aid from the public purse. Various financial incentives are offered for community and private forests for implementation of certain desired measures. Community and private forests also benefit from favourable tax regulations as well as the services of public forest administrtion in the form of technical support of forestry companies. There is no state intervention in the timber market. Compared with agriculture, forestry receives only minimal subsidies. Substainable forestry cannot finance the service required by the public from the profits of timber production alone. Continuation of present forestry policies would simply serve to render forestry increasingly dependent on state promotion. Thepresent degree of reglementation of forestry needs to be drastically reduced. Forestry should be given a chance to secure its own revenue by offering a range of services tailored to the needs of the public on the basis of its protective and recreation functions.
