- AbstractThe impact mitigation regulation is an instrument for the qualitative compensation of significant impairements of natural systems or the visual quality of landscape. Its direct integration into the sectoral planning approval procedures is meant to help the "no-net-loss-principle". No-net-loss-principle means a deterioration of the natural balance and the continuous land consumption. As is known from quite a number of examinations though, the are deficiencies in implementing the predominant practical application of a project which weakens the intended efficiency of the instrument. In view of compensation, the lack of efficiency is, among other things, affected by a shortage of suitable, unfragmented and sufficiently large compensation sites. With the amendment of the Federal Nature Conservation Act (1993/2002) and the Federal Building Code (1998), the impact mitigation regulation was implemented in the field of development planning. The opportunity of a spatial and temporal separation of the impact on the one hand and the compensation site on the other hand, had an still has a catalytic effect on the development of the so-called compensation site pools. This research project picks up the present discussion about a more flexible application of the impact mitigation regulation. It aimed at widening the empirical basis for assessing relevant nature-conservation questions, e.g. how to preserve nature-conservation quality standards. Another objective was to examine the relevance comprehensive compensation is expected. The empirical analysis should allow an estimation whether compensation site pools lead to the increasing consumption of open spaces or not. Further questions are dealing with the management of pools (basic administrative and financial conditions, management of sites, cooperation among the actors). Most pool sites claimed for compensation measures are agriculturally used. For this, the development of pools has to taken agricultural concerns into consideration. The research project identified first activities towards an improved integration of these agricultural concerns.
