The activities of the European Union add a new European-wide level to the existing national forest policies. Despite the lack of a formal mandate in forest policy the impact of numerous policies of the EU on the forests has increased in the different European countries. Especially the state forest service meets the new challenges of the EU with both tasks on the one hand in the management of the state-owned forests and on the other hand with the task of the forest authority implementing the national forest law. Based on the theory of administrative policy-making the discussion among forest scientists and leading experts from forest administrations of nine old and new democracies in Europe and of the administration of the European Union draws the attention to new strategies in forest policy.
