Alpine Einzugsgebiete erfüllen vielfältige ökonomische, ökologische und soziale Funktionen. Sie dienen dem Hochwasserrückhalt, der Grundwassersicherung, dem Naturschutz, der Naherholung, aber auch der Bereitstellung von Siedlungsraum und Produktionsflächen. An Einzugsgebiete in den Alpen werden deshalb verschiedenste und zum Teil konkurrierende Nutzungsansprüche gestellt. Ein Instrument für eine nachhaltige Nutzung der Einzugsgebiete und für einen nachhaltigen Hochwasserschutz ist das Einzugsgebietsmanagement. Beim Projekt Obere Ahr sind die Fachgebiete Hochwasserschutz, Raumplanung, Wasser- und Energiewirtschaft, Ökologie und Kommunikation Hauptbestandteile der interdisziplinären Zusammenarbeit. Es werden Maßnahmenvorschläge zur Prävention hydrogeologischer Risiken, zur Verbesserung der Hochwassersicherheit und zur Erreichung eines guten Gewässerzustandes im Sinne der EU-Wasserrahmenrichtlinie erarbeitet und so konzipiert, dass sie technisch machbar, ökonomisch sinnvoll, ökologisch tragfähig und sozial akzeptabel sind.Schlüsselwörter: Einzugsgebietsplan, Wasserschutzbauten, Gebirgsbäche, SchwemmholzgefahrThe very good cooperation between torrent control of the Federal Government (WLV) and the forestry service Tyrol is noticeable on many levels. Not only in the planning of measures against natural hazards and their implementation in the nature, but also in efficient administrative processing. Two flagship projects should represent this efficient cooperation: Since ten years the »Wildbachbetreuung Tirol« is established as a cornerstone of natural risk prevention. The distribution of tasks on multiple federal, State and municipal institutions is known by everybody and quickly by the unified WEB application, which regulates the work processes. As a practical example of good cooperation between the WLV authority and the forestry service Tyrol is the project »Absamer Vorberg«.
