Abstract
The railway network in Japan has had a nation-wide shelter-wood system for more than 100 years. The management and measurement of their effectiveness is undertaken according to the railway's administrative standards. The current goal of the railway shelter-wood system is to establish and maintain rational and natural shelter-woods at minimal cost.
