In the forest business year 1999/00, a pilot project was launched at Laubach, located in Central Hesse, which entailed successfully privatizing the communal forest enterprise management. The reform's core was separating the comprehensively defined forest utilization rights from the disposal rights for ground and soil, as well as stipulating this in a private-law foundation. This foundation contracts all services from the competitive market. On the basis of this construction, measures were rapidly initiated to increase the forest enterprise's effectivity. A detailed report and directive system ensures that the Foundation's assets are managed both economically and sustainably.
