Abstract
Two types of problem face the development of short rotation forestry in the industrialised countries - philosophical and technological. Philosophical problems relate to problems of definition, land use, and macro-economics and sociological and environmental issues and are essentially beyond the control of the producer. Technological problems deal with practical difficulties. The main technological problems concern increasing mechanisation (to reduce costs), establishing plantations rapidly with high-yielding clonal material which is resistant to the most serious pests and diseases (to increase yield) . However, the current changes in the way society perceives and values its environment and utilization of natural resources may have a bigger impact on the development of biomass production systems than any changes in technology.
