For several years, new actors are influencing forest policy decision-making, among them environmental NGOs as the most important group. Most of these organizations have a set of core beliefs which is different from the values of the classical members of the forest sector. Due to an increasing professionalization and a strong support by large parts of the population, environmental NGOs succeeded in developing alternative concepts of forestry and also the instruments to implement their visions, e.g. standards, monitoring systems and strategic alliances. However, alliances between the forestry sector and the new protagonists in forest policy could contribute to reduce the tension between the competitors and to retrieve common interests.
