Planning of forest opening according to the requirements has to be conducted based on the results obtained at the following decision-making levels: - Strategic planning, - Tactical planning, - Operative planning. Construction measures taken on forest clearing roads need to be operatively planned for the Saxon forest districts, with the results attained at the strategic and tactical planning levels for the entire state forest area of the Free State of Saxony rendering orientation and support with respect to planning methodology. In the course of operative planning, files (computing programs) "forest opening" are to be installed in the forest offices, by which based on up-to-date input parameters highly efficient variants for uses are to be developed for the funds available with the lowest possible costs for forest opening (DM/solid square meter). By implementing the construction measures derived from the planning projects the development of forest road networks is guaranteed that meet the high requirements made on use.
