Accelerated soil erosion and watershed degradation are global problems, which directly mine the subsistance base of people. In the Philippines, soil erosion is regarded as the most serious environmental problem. The paper presents the methodology and results of a preliminary assessment of monetary costs of soil erosion and watershed degradation prepared within the Philippine Master Plan for Forestry Development. On-site costs of soil erosion were estimated through expected losses in forest plantation potential. Off-site costs were assessed through attempts to estimate the negative impacts of soil erosion and watershed degradation to each single sector of National Accounts. A preliminary assessment indicated that on-site and off-site costs of soil erosion and watershed degradation were about 1.4% of the value of Gross Domestic Production in the Philippines in 1988.
