- AbstractEffective forest policy in constitutional, democratic, mixed capitalist states depends, at least in part, on an understanding of the basic tools available. Public policies are implemented by public policy tools, and at least four market facilitation and seven market intervention policy tools are used in forestry in the U.S. domestic economy. Policy tools are frequently used in combination. Policy analysts are encouraged to examine not only combinations of policy tools to address a particular issue, but how these combinations relate to the exisiting network of operational policy tools to ensure they are not in conflict, that a concerted set of policies is in place.
