this article presents the main results of a research project that deals with the question of whether governmental interventions and promotion programs can meet the interests and needs of landowners who are considering afforestation of farmland. Moreover, other actors having a stake in afforestation policy (landusers, foresters and mayors) have been questioned and their attitudes towards afforestation are explained. For the research area, i.e., the German Federal State Thuringia, it could be shown that afforestation is in the interst of the majority of the stakeholders, although the objectives differ to a great extent. Different social and economic problems connected with afforestation as well as the specific land use patterns and ownership relations in Thuringia have been scrutinized.
