The article discusses todays role of state-owned forests in Germany. There exist two alternative objectives which can be derived from the actual social and poltical development in Germany. In order to make reasonable management-decisions concerning its forest property, the government as a forest-owner has to make a clear choice for one of those two objectives. The one objective is based on pure economic deliberations. The other objective is primarily focusing on a social dimension where economic aspects can play an important role, but never stand above the demands and interests of society. Discussing the two objectives the conclusion is drawn that the state-owned forests in Germany mainly gain their legitimacy from the preservation of social demands and interests.
