Due to different aims and interests of land owners, environmental NGOs and other interests groups, the creation of large protected areas is subject to deep conflicts. The article describes the process of the formulation of the law that was enacted to establish the Hainich National Park in Thuringia, encompassing at that time an area of 7600 hectare. It shows the interaction between agents, structures and contents in a main conflict area of forest policy in Germany. The positions of the proponents and opponents are described. Although the National Park has been established successfully, conflicts between protection and use have been relocated into the implementation stage.
