Abstract
As a term,monitoring is used in a confusing and inconsistent way. Some authors use it exclusively in the context of environmental description, whilst others reserve it for use in connection with environmental regulation. The author of this paper advocates using the term in a broad, all-embracing way. He demonstrates how monitoring (whether regulatory or descriptive) may be directed towards sources, ambient concentrations, or effects.
Descriptive monitoring is considered in detail and a model is developed which relates the different descriptive activities to Environmental Management Action, research, and problem recognition. The paper concludes with a role-playing exercise designed to emphasise the need for comprehensive integrated monitoring programmes if useful environmental decisions are to be taken. Trevor Harvey trained as a microbiologist and subsequently specialised in pollution control. He was course organiser ofEnvironmental Pollution Monitoring and Control, the international course which was sponsored by UNESCO, UNEP and WHO. This has become a prototype for training programmes in many countries.
