- AbstractForest management must justify its financial results when reporting to the owners (state or private owners), in order to be accepted and legitimated. Forestry enterprises simultaneously produce both profits for the owners and benefits for the general public. It has been proposed to differentiate between the two production sectors by implementing a "public welfare rating". This percentage rating would state what proportion of a forestry enterprise's resources (soil, labor and capital) serves public welfare. The calculation would be based on forest management volumetric yield data. The rating should be valid for a prolonged period and should make an accounting for annual results possible. The 1997 anuual results for the "District Forest Office of Bramwald, Lower Saxony" provide an example. The public welfare rating could also be used as certification.
