Abstract
The EU Forest Strategy (EU Council 1998, EU 2005) and the hereon based National Forest Programme of Germany (BMVEL 2000, 2003) intend to support a sustainable forest development among others by improving the bundling of the small fragmented mosaic structure of (private) German forestry. This measure is aimed to strengthen the mobilization potential with regard to the high timber reserves especially in small scale forest enterprises. Futhermore, timber utilization is proposed to be supported by a state-aided forest-wood-cluster formation. When comparing (1) the bottom-up, while privately born forest enterprise associations with (2) the governmental timber-useoriented top-down clustering, (1) endues a high acceptance due to the personal closeness and local to regional proximity of these organisations to the single forest owner. Here, a considerable future potential for the area-related transfer of political targets can be identified. Regarding (2), prolonged experiences are indispensable for revealing the potential and possible autonomy of such structures in the long run. Acutally, (2) shows a fairly weak relation to forestry, which can contradict the aim, to support regional structures and to strengthen the use of local bio-resources. Consequently, a stronger cross-linking of bottom-up and top-down initiated structures in the forest-wood-cluster can be identified as future need.
